The Internal Revenue Service (IRS) is a federal agency within the U.S. Department of the Treasury. The IRS oversees the administration of the Internal Revenue Code, the collection of individual and corporate taxes, the distribution of refundable tax credits, and the enforcement of national tax laws.
COMMON AREAS OF ASSISTANCE
Tax Returns: My office can assist with federal tax account concerns for individual constituents, nonprofits, and/or businesses by facilitating communication with the IRS and Taxpayer Advocate Service (TAS) to resolve persistent bureaucratic obstacles, including:
- Processing Delays: Navigating backlogs or "frozen" returns that have exceeded standard processing timeframes;
- Refund Recovery: Assisting with the search for missing, lost, or stolen refund checks and electronic deposits;
- Notice Clarification: Explaining IRS correspondence and ensuring the agency receives your responses;
- Hardship Advocacy: Requesting expedited review in certain situations for constituents facing severe financial distress due to tax issues.
Identity Theft Victim Assistance (IDTVA): My office can assist victims of tax-related identity theft by helping them navigate the IRS recovery process and resolve fraud-related account freezes, specifically regarding:
- Identity Verification: Assisting with responses to IRS letters (such as 5071C or 4883C) to confirm your identity and release held returns;
- Rejected Filings: Resolving issues where an e-filed return is rejected because a fraudulent return was already submitted using your Social Security number;
- Refund Expediting: Advocating for the resolution of fraudulent claims to ensure your tax refund is processed and issued.
Phone and Correspondence Accessibility: My office may be able to assist with concerns involving communication with the IRS, such as clarifying correspondence from the agency and helping constituents connect with IRS/TAS staff. We can act as a liaison to make sure your letters are received and that you get a clear answer from the appropriate IRS department.
LIMITATIONS TO ASSISTANCE
My office will do everything possible to assist constituents within the legal and practical limitations of a congressional office. Please note that a congressional inquiry does not guarantee faster processing or a favorable outcome. If my office reviews your concern and determines that it falls outside the scope of congressional assistance, my office will do our best to direct you to the appropriate resource for further help. My office does not have jurisdiction over state tax issues.
- Legal or Tax Advice: My staff cannot act as an accountant, tax preparer, or legal counsel. They cannot advise you on which deductions to take or how to structure your finances.
- Compel a Specific Outcome: My office can ask the IRS to review a case or expedite a process, but they cannot force the IRS to decide in your favor, grant a refund, or waive a penalty that the law does not allow.
- State Tax Issues: My office does not have jurisdiction over the State of Massachusetts or its agencies, including the Massachusetts Department of Revenue (DOR). You may contact the DOR through their website.
